The MODL Undergraduate Fellowship is a fall-semester internship that places students within an elections administration office 

to support operational needs during an election cycle. Fellows gain hands-on exposure to the full lifecycle of election administration, including pre-election planning and logistics, early voting, and Election Day operations. The program includes elections department-led training on Arizona election law, ethics, confidentiality, and election security. Fellows will also participate in bi-weekly, cohort-based reflection meetings facilitated by Bill Gates, Director of the Mechanics of Democracy Lab.

Program Structure and Opportunities

  • Opportunity to be placed in either the Maricopa County Elections Department or the Pinal County Elections Office.
  • At Maricopa County, Fellows will work in one the largest election jurisdictions in the country while at Pinal County the Fellows will work in one of the most innovative rural jurisdictions in the nation.
  • Fellows will be embedded within the assigned organization 20 hours/wk on average and exposed to the full lifecycle of election administration, from pre-election planning and logistics to early voting and Election Day operations.
  • The program is intentionally structured to prepare fellows to meaningfully contribute to the November 2026 election.

Elections Administration Undergraduate Fellowship Application Requirements

Students currently enrolled and are returning as an undergraduate for the 2026-2027 academic year with a minimum 3.0 GPA, are encouraged to apply. International students are not eligible for the MODL Elections Administration Undergraduate Fellowship.
